He appears to still have testicles. Is this possible? Is neutering done differently these days? They are not large but definitely noticable. Keep in mind cats neutered early before the testicles have had a chance to really stretch the scrotum tend to be teeny in end but the late neuters will usually be bigger. I have all my kittens done at 8 weeks and have had rescued males off street done as late as 10 yo. They do not shrink much.
